From the BBC

"Leicester successfully argued that because their 2022-23 accounting period ended on 30 June, they were not longer bound by Premier League rules and so could not be found in breach.

The Foxes had earlier changed the end of their accounting period from 30 May to 30 June, though the commission said there was not "anything untoward" with the move and it complied with accounting rules."
But I don’t think that changes the PSR period? Anyway, I don’t think either of us or anyone else is an expert in this. Seems flakey as fuck!

Pretty sure that's been the case for about a month now. Dunno why it's "breaking news" all of a sudden.

EDIT:

Post from a while ago with a link to an article saying as much...

The biggest change would be the inclusion of shareholder loans as a transaction to be assessed for FMV. Clubs were asked to supply information to the league by the close of business on Thursday (October 10) about the mix of shareholder loans and loans converted to equity they currently have, and have had in the last three years.

Spurs going to pace the field for a decade once everyone else has to contend with the 100+ points deductions.

We all know FFP is a myth and they'll all skate.

Read somewhere recently that 6 clubs (us, United, Liverpool, United, City, woolwich) produce 48% of all revenue in English football (and the PL produces ≈90%). That sort of imbalance isn't sustainable, and is the primary reason why the Super League feels inevitable.

The people running those 6 clubs are keenly aware of how much of "their" money is redistributed/given to other clubs who aren't carrying their weight. Without government action to block it, at some point they'll decide to cut loose and keep their money.
