I think that's a harsh assessment of Dier, I don't think his mentality was an issue at all for Ange otherwise he wouldn't have seen a minute of football this season.
His issue was that he wasn't remotely suited physically to the style of football.

We seem to be looking for a left winger, so he's probably still an option along with Nusa.
Devine being a potential world class player might be stretching it a bit. If Maddison keep on playing like he did before his injury he’s closer to become a world class player than Devine.
Devine’s turning 20 in August this year so he should at least be good enough for the Spurs squad. Apart from goalies, CBs and CFs a potential world class CM should, at 19, be good enough to get game time in the EPL
