Not from what I've heard from multiple decent Spanish based journalists, there's a ratio they need to stick to when signing new players and removing old. Not sure what that is (I think 25%), they can use some but not all.I understand your point, but these wage caps and who needs to do what to avoid breaking them are declared once a year rather a rolling review right?

A reliable seasoned English campaigner with a bit of quality about him who will be on the ball a lot and can perhaps elevate the level of some others is manna from heaven for that squad.
Someone in the middle of the park with the same attributes would be next. They can probably do better but both Winks and PEH would improve that side, just saying.

In LaLiga they have a one to four rule where if you want to spend £1m on a new salary you have to get rid of £4m from another salary so following this rule they will have to manage and see how they will solve this puzzle.

In short they didn't agree the current wage (it's legacy) the agreed target is a lot lower, they used this rule to sign aguero (Messi wages) and will again for any new signing until they reach the cap.
Every summer they will look at the books and the cap may rise but if they are still above any new wages will need to be found the same way.
