Very much so. When someone suggested - regarding Gallardo - that the Argentinian league is exciting, I pointed out that it categorically is not, and got pelted for it, because Argentina produces top notch players. Argentina and all of South America does indeed do so, but certain climates just does not lend itself to full tilt football. Africa also produces an insane amount of talent. But the football in the local leagues both in SA and Africa is, as a rule, straight up pedestrian.
I'll admit, I haven't watched a minute of the Saudi league, but I'll bet my right nut that it'll never get near the PL. They'd need 11 machines for each team, not over the hill Jordan Hendersons, to make it a thrilling watch in that heat for 90 minutes twice a week.
