I think PM's are usually considered to be those that need 3-5 years before the project is realised.
I think that's dramatically overstating it.

A project manager is someone willing to continue to iterate and work at the same club, establish a clear philosophy and principles of play, develop youth, and take the long view.

And that "project" is an all-of-club effort and focus.

That lends itself to longer timelines in a general sense. Working with young players, focusing on establishing a system more than tinkering with game-to-game tactics, etc, but I think saying "3+ years or it's not a 'project' is just silly"

And it is crystal clear and unambiguous that Ange is a project manager here. That term has no meaning if construed otherwise.

There aren't many managerial hires at top clubs that aren't conceived of in "project" terms these days, especially in the PL. It's just best practices, you have to foster that kind of alignment within the club.

He may not be a PM by definition but this is definitely a project as opposed to him being a win now manager and expecting instant success.
I suppose you could see it that way. We tend to think team development when referring to a Football PM, but AP is effectively part of a culture shift at Tottenham, and is overseeing the part related to the actual Football played.

Looking at it that way, and using terms from my own industry, he's more like a Site Agent! 😜
