If you look over 3 or even 2 years, they haven't.
Over the last 3 years Ipswich have spent about 78% less than us on incomings and 65% less on net (ins minus outs).
West Ham have spent about 20% less than Tottenham on incomings and 35% less on net basis over 3 years.

“Yeah there are some players still looking for moves. Ben Chilwell and Sergio Reguilon as you mentioned, nothing is really close or concrete with these two. In the case with Reguilon I am told that he’s not desperate for a move,” Romano said.
“Either there is a good opportunity or he will be there fighting for a place at Tottenham. Chilwell is completely different because Chilwell is out of the project at Chelsea,” Romano said.
Sergio Reguilon isn’t desperate to leave Tottenham

Digne is aged 31 and no better than 31 year old Davies who given limitations on squad numbers he's have had to replace. So no thanks.
Rogers or Odobert - Ange went for 19 year old PL experienced Odobert v 22v tear old Championship experienced Rogers.
Time will tell but I've no complaints on Ange choosing the younger guy proven at a higher level.
