How Dry should our Powder be?

I was reading an article this morning about Bayern having problems bringing players in that all center around squad management and was wondering if that’s the basic issue with the lack of movement for the top clubs in the EPL.
Of course, given Levy’s strict fiscal policy (a euphemism), one can’t be sure it’s not just a matter of haggling over change BUT:

None of the promoted teams appear particularly interested in surplus top tier players.

Middling EPL clubs like Wolves are hamstrung by PSR

Europe is (almost) broke.

The Saudis haven’t turned on the ‘get out of jail free’ cards for getting aging, overpaid players yet.

Our soecifc situation is obviously not helped by delusions of grandeur from Reggie (who seems to think that Madrid are going to come calling) or by the brittleness (and stubbornness) of GLC.
The broke clubs will always take our surplus on loan - Veliz and Gil prove that. Rodon got a move, Royal will probably last day of the fucking window at this rate, the Saudis were willing to buy Richy.

I think there are legitimate PSR concerns for some but we’re not in that camp. There are Wages to turnover ratio concerns for some, But we’re not in that camp, some teams are struggling to move players on but Royal aside we’re not in that camp.

Once the Europa games start we will need to use the whole squad. Hopefully Ange has learned you just cannot play the 2nd 11 in the Europa but need to rotate.
With 11 starters and 7 subs of which 3 should get mins and there will always be injuries at best 3 but at times last season much more. Therefore we need good cover throughout and especially up front.

Therefore we need a striker as well as Richie. Within the subs will be a few of the kids and if we are needing a late goal, I expect the attacking ones like Moore etc will get a chance. During the periods we are playing twice a week we should see 3 players not completing 90 mins and therefore starting the next match. How Ange manages rotation will be crucial and few should be guaranteed starters including Son.
Fergie absolutely mastered rotation - 1 player every game regardless of whether they were man of the match the week before - just constantly freshened it up. It meant when he had to make a few changes due to injury or suspension later in the season he was bringing in guys who had played loads already and were fully up to speed. United used to dominate title run ins under him and this was part of the reason why, they had 18 players that all played enough to consider themselves first 11

Reggie and GLC?
I’ve not seen any links in quite some time other than Reggie has had ‘numerous offers ‘ but is holding out for a club with ‘European competition football’.

Reggie was linked to Galatasaray yesterday.

GLC - if we put him up for loan tomorrow the phone would be off the hook with La Liga clubs - I suspect we’re trying to sell though as he is in the last year of contract

Meanwhile in the Tottenham Transfer Committee meeting...

Solomon to knock down solanke price I suspect soon rumor. Only thing is will he want to move to someone like Bournemouth. Or like previously said linked to wolves same thing with Neto.
