It's already legal in some Arab nation-states.

Considering that the Arab world is more hostile towards LGBTQ than most, I'd think it would be low on their priority list.

So in other words, it's not a question of hegemony but of culture.

EDIT: Pleasantly suprised to see the graphips in particular regarding India and most of South America, although "rights" on paper may sometimes be much, much different in reality.
 
Most Europeans I know too (because we are liberals, in a global context much more so).

Qatar is an interesting point in case. They aren't really the problem, as they are merely doing and saying what we ourselves tell foreigners who want to dictate our behaviour and values: Do as we do here, or f*ck off.

The real difference lies in the sheer echo chamber of values we live in; For all our alledged supremacy in rationality and logics, and for all our interest in "multiculture", "pluralism" and "tolerence", we STILL just cannot f*cking grasp how someone else could think differently to us.
That’s what makes this world beautiful. It makes us different, and would be even more better if people started to show interest in how others think or operate. Religion does play a big role in how people can tolerate certain concepts. People in Asia understand this very clearly, so what’s the point in forcing other culture or even judging them? “If you can’t even begin to understand us, why should we do the same for you?”
