We’d still be sixth. Newcastle spend a couple of million a year less than us and Villa a couple of million more. Not enough to move the needle.
Because our transfer target list changes if we are prepping a squad to win now in the CL or continuing to build with young players in one competition per week

Correct, that will not happen. Romero is one of the best centre backs in world football, whilst there are better players out there, they are not coming to Tottenham.
As for Danso and Dragusin. There's nothing wrong with either of those two as squad players. If we can find someone in between the level of Danso and Romero (some like Guehi) that'd be great as with or injury record, we need that depth.
