US and Australia (certain places) the only places I have been where tips seemed to be expected, in the sense of the staff relying on them.

I don't object to the system, service in Europe is abysmal, this gives the chance to earn more by delivering a good service. I am sure that certain people tending a bar can do better than they'd do otherwise via the gratuities. I appreciate the drink refillings and such.

What I don't understand is traveling somewhere and knowing the local customs but stiffing the staff who are known to rely on the money. The system is what it is, you're making them serve you for free. Whereas the fee elsewhere is built into your bill and you are paying it in any case.
