Could it be a situation where Conte isn't going to play the u-23 replacement that would be there anyway so rather have a First player there if neither is going to be used?
Reguilon was on the bench last week and didn't come on when it made sense to bring him on so I have to think that was due to him not being able to play not a tactical choice.
