He has been negotiating with Bayern hoping that they would continue to nickel and dime, underbid so that he can stay, walk away for free next year and make the club look like the villains in the saga for not accepting a fee.
That’s backfired.
I’m pretty certain if he insisted on United then Levy would either have balked and refused from the get go or conjured up an enormous price that United would have paid right away.

Yeah, that's probably the only situation where he takes any heat, but as long as he puts his head down and plays well Levy will take far more of the brunt of that anger and rightly so.
