I don't think they are uncomfortable with that fact either. They understand how money works and are happy to use that to achieve their goals.

If they are owned by tax avoiding / timeshare / property speculators that aren't Spanish residents who contribute to their GDP then yeah. Selling empty boxes to foreigners would normally be considered fraud.
