Over estimating them a bit. They can easily be replaced by Newcastle in the PL ecosystem. Hell, Spurs is a bigger brand than City despite all their bollocks.

They can, in a UK court of law, not s a sporting arbitration body like CAS.

They can appeal iN the UK law courts but the problem they have is they already have a high court decision relating to the investigation remaining secret against them. Also apparently judges comments previously are not very kind when commenting on the case.
