So basically they told him 80k in order to get him to do a medical, knowing full well he wouldn't pass, and with every intention of using that as an excuse to then lower their contract offer.
While you're right, no new players can be added to a squad until then. I think the point trying to be made is that he's serving a failed drug test bad until January
