I expect the continuation of what we've already seen, constant, methodical investment in emerging talent entering their prime years at whatever positions would be useful in any given window.
I don't mean to say there will never or could never be tension there with the new FFP. There can be and surely will be, and prior nation state projects have been serial violators. But we aren't there yet, and the intent of the suite of changes that have been made is to enhance the spending ability of the incumbent revenue elite, not constrain it.
