I think Basel already clinched the top spot in that group.
They're three points apart, but Basel has more points in games between them.

If the 4th place is going to stay a Champions League place in the Premiership, then English teams need to start performing in both the Champions league & Europa League. A Europa League Semi-Final exit is worth more 'points' than a Champions League last 16 exit.
