They certainly have their fingers in the pie way too much but Paratici hasn't done a good job himself and hard to imagine it wasn't him who went with the players he signed previously.

None of them have any involvement in identifying players. They may have input into budget and salary costs etc but that's after players are identified and that is now down to Fabio, the scouts, Conte and whatever contacts Paratici has with agents, analysts etc.
It's insane to even suggest Cullen, Collecott and Levy are identifying players. They would barely know some of our first team squad let alone anybody else.

They don’t identify them (although Levy has had his turned by agents in the past and recommended players), but they all form part of the committee that oversees the deal and gives a yes/no

It is definitely alarming how 3 of his 6 signings are players he previously signed for Juventus. He got fleeced on Emerson and Gil too. Gollini isn’t even worth mentioning.
Hard to see exactly what expertise he is bringing. I don’t mind targeting lower profile players but if you’re spending big money on Gil only to loan him out and replace with a squad player from Juve, something is wrong. I don’t believe we signed Gil intending to send him away in the next window. We basically spent £25m+ on him so that he could play for Valencia, we need to spend money to improve OUR team, not Valencia.
