You can actually see a calculus working there. If they had gotten Kane for 100M last season, he would have absolutely helped them in the quest for CL. And they'd have followed it up with Haaland this season thereby reducing pressure on the young kid and solidifying their striker ranks for an average of 75M for 2 top strikers and let them battle it out.
