But doesn't the time back on loan at Metz mean he has only spent 24 months at Spurs by the end of this season?

"Continuous or not" doesn't mean that the loan away still counts, it means he could have signed 5 years before his 21st, spent a year here, gone on loan for a year, spent a year here, gone on another year loan, and come back for a third year, totalling 36 months non-continuous.

He can't get to 36 months in time to be HG.

He was still registered in the Spurs squad when he went on loan so will get 3 full seasons. Weird rule but you can register players that you send out on loan and it still counts for Prem HG rules
 

As I said Sarr is likely HG for EPL.
