Exactly can be applied by rolling this up to the Government level too. It's the Governments that enable the deals to be done in the first place. The Oligarch money has been flashed before the eyes of MP's, taken money to lobby, taken money as shareholders (been made shareholders) within the companies that they own. Infiltration at the seats of power, interference of "free" elections. If the Governments are enabling and turning a blind eye then all those below (FIFA, UEFA, banking regulators, Fraud and law enforcement etc etc etc).I knew the day I saw the first Gazprom-ad in a Champions League match that this would eventually become a problem.
