The vote also comes from players from teams of lower divisions where the players are predominantly English/British.I wouldn't go as far as saying Kane doesn't outright deserve it but Son deserved it more this year as many are pointing out. Spurs fans know because we watched the games. At the end of the day it's an opinion based vote. Footballers who voted I would be surprised if they spent more than a minute on it. It's more likely they voted for their favorite/who have been on highlights that week/reputation/profile etc. I wouldn't think too much of it tbh. It's an award that's kinda nice to win if one cares about that stuff but ultimately it's just a subjective award.

Each player gets 2 votes I believe. So if you're English, you're likely going to choose Kane (as the England captain) over Son and another worthy player based on merit alone.
That said, if you're English and voting for Kane, there is little to no chance that your other selection would be another Spurs player.
That said, I think Kane still deserves a nom given we got in the top 4 which is a huge achievement given the circumstances. It really is like winning a trophy all things considered.
