I don't undestand what you are struggling with tbh - Poch had his transfer targets, Mane & Wijnaldum- we didn't back him to get them in. It's literally the perfect example of what the thread is asking

Pochs team was easily the closest. There was also 2 consecutive windows where we bought nothing. Those windows are probably what hurt us.
Also depends on the definition of successful. If Redknapp wins 2 cups, is he more successful than a CL final run and 2 title challenges? Not in my opinion.
I also think being backed and letting the manager play real life football manager are two different things.

Poch or Redknapp. Both have similar themes where they created a proper solid well oiled machine but didnt get the transfer backing to push on when it mattered. Levy was happy to squeeze the squad and settle for a CL spot. Both Redknapp and Poch could have won a title as we were playing the best football in the country at times but didnt have the squad depth.

I'm here only to add that Poch wasn't backed at all, the fact he got Lo Celso and Ndombele means nothing as it was too late and two signings couldn't fix whole squad that was already done.

I felt Christian Gross was let down by the club failing to get Shearer and Roy Keane.
Torn between Poch and Redknapp. If Poch had got his targets Mane, Grealish etc around the point when we finished 3rd and 2nd I think we could have won a title and I think Poch could get more out of players.
HOWEVER. Redknapp was around at the time when Suarez and Hazard were more available at least according to Redknapp and also I believe a few others including the scouts we pushed hard and could have got them before Liverpool and Chelsea where after them but they where out of our price range. Had we got Hazard and Suarez conbined with the premier league being at the end of the Fergie era and not as strong as it is now I actually think our situation would have led to glory.
But it’s all assumptions and guesses. Let’s put it this way both Redknapp and Poch would have come close. As for Jose and AVB that would have had to be serious Man City style backing to win a league or CL.
