Probably also thinking that top 4 is looking pretty good under Ange, once everyone returns, we'll be able to sqeak past Villa to that 4th spot.
That's the ideal position to maximise revenue and minimise expenses. Pushing the boat out to try and compete for the title might be less optimal financially.

- If he can't get in the Senegal team then he's not ready for Spurs.
Well, as always, transfers require 3 parties, at least, to reach an agreement. Our urgency doesn't necessarily translate to others.
