Investment isn't the problem ... we spent 220m in the last two windows ... the issues are twofold getting better players than we have to sign and getting players we don't want to leave.
We are bound as are all clubs by EPL rules, there are some exceptions but the gist is:
The Premier League requires a maximum of 17 non-"homegrown" players in each club squad, and the squad size is a maximum of 25. This means that in a full squad of 25 players, there must be at least eight homegrown players.

So who goes? Vertongen? Wanyama probably and we get a CB and a much ended DCM ... but if they are both foreign then that's the squad allocation already full .... what about a striker or FB are we limited to British only, or do we buy a British CB/DCM and a foreign striker?
Do we sell Mours or Lamela for an upgrade? who? bearing in mind with a fit Kane and Son they are bench players anyway ... do we sell Aurier for an upgrade? who?
Point is you can't just buy another four or five foreign superstars and expect to play them, the rules simply don't allow it .... whatever the dreamers on here might think it's not just about the money it's also about working with the rules.
My guess would be two big foreign names out and two in with an experienced defender and an experienced defensive midfielder, plus a young striker (
at least one of these signings would need to qualify as homegrown) ... anything else would be based on one in one out ... net spend maybe 100m?
