What concerns me with the Davies/Rice penalty, is that Michael Oliver clearly saw the incident and then immediately says to the VAR "I don't think he sees him coming Jarred. He tries to clear the ball".
This would indicate that he knew Rice kicked Davies, but because Rice was trying to kick the ball then in Oliver's mind its not a foul.
