Largely because the managers had no interest in doing so.

When Poch arrived a decade ago he inherited a good number - Kane, Townsend, Mason, Bentaleb, Carroll, Veljkovic et al, apart from Kane he sold them all within about 18 months of arriving to buy the likes of Sissoko who was more experienced.

So if the manager wants to help bring youngsters through, its certainly possible, and we probably have better quality now than a decade ago (although we may not find another Kane)
 
Apparently Spurs changed many or all their youth contract rules/guidelines in putting together a contract to keep Mikey Moore at Spurs.

Expect to here of another contract in August when he turns 17 and can legally sign a pro contract (which we think has been agreed in principle).

Looking forward to see him in pre-season, and next season probably playing a mix of u21's and spending a fair amount of time with first team, both training and off the bench with some starts as well if everything goes very well.
When you think of how much we have wasted in the past with Tanguy and many others , right way to go to keep our best young players. One proper first team player from the youth team is worth millions.
Plus we can sell on some of the others.
Paratici deserves credit for sorting out the youth.

I get Hoddle vibes every time I watch this boy play.

Plays with his head up, can pick a pass whether it's 5-10 yards or 50. Tall, strong frame, wonderful touch & control, two footed and strikes a ball sweetly.

Obviously it's a big step up to Prem level, but I can't wait to see him bring that skillset to the first team.

Hoddle got the same type of hype back in the 70's. Here's hoping that this is history repeating itself.

And Poch only had as many as he did because he took over from Sherwood, who had worked with the youth setup for a while. He knew which players that he could bring up and which that he could not.

Usually when a manager successfully brings up a lot of youth talent to the first team they themselves come from said clubs youth team. Pep took over the Barca first team after coaching their B team. Same with Alguazil at Sociedad. Simone Inzaghi stepped up from the Lazio U23 team. All managers with intimate knowledge of which youngsters that could step in to the first team quickly.

Most other managers are sadly not going to be interested in consistently integrating youth because they cannot afford to gamble on future development when results in the here and now will have direct impact on their jobs.
