Playing a bunch of times with pre-pubescnet kids with international badges badges doesn't mean anything.
On the flip side, Kane never played for U16s and had all of 3 games at U17 and no U18 games at all.
Dele Alli played 17 times across all groups below the senior squad

When a player has played 50 senior club games and is expected to play for his national senior team, then they have made it.
Even then, it's not guaranteed they will stay there.

But that goes both ways. Skipp is 19, soon to be 20. He's played some football by now, and has been sent to a level where you'd like to see something from him. But he's not necessarily shit if he doesn't thrive there. Harry Kane was loaned to Norwich at the same age and did nothing, and Kane wasn't even a particularly late bloomer.
To be fair to Kane - Norwich were in the Prem at the time and he fractured his ankle and we decided to recall him because of it.
However, he was then sent out to Leicester on loan who were in the Championship and could barely make their team. So you're still right.
