Yeah, but if you are Watford you don't necessarily want to get back first try, do you? You want to shed wages, soak up the parachute payments (which become 'profit'), and rebuild with new, young talent while shuffling lesser players to Udinese (and grenada when they owned them). Then rinse and repeat. If they make it back at first time of asking then that's just gravy but you don't extend yourself to do it.
