Because the system is set up (as I understand it) so that you are only classed as a fully grown player once you have passed your 22nd birthday. So your 21st year is your last year as a youth.
Players under the age of 22 are on their own list.
Show up at Spurs' games next season, and the guy will probably think you're a superfan who follows him wherever he goes.
