Here are the rules in case anyone’s interested. A lot to digest in there. The U-21 players must be “appropriately experienced” (having played in a game (apart from FA cup 3rd round??) this season for any club). Also mentions “any other exceptional circumstances, which could mean AFCON in this case.

They signed African players. Them going to an African tournament is NOT exceptional circumstances.
 
Not so much ‘cave to them’ as ‘stick the boot into Spurs for the lolz’, which seems to be the EPL’s thinking on these matters.
The other thing we have going for us is that the PL is worried about scheduling the make up games they’re already juggling. They’ll be extremely loathe to give us another game in hand.

It might be different if this were a game between two teams with 20-21 played.
 
Will be a shocking decision if this is granted.

Judging by the rules on the PL website, Woolwich will have to prove they are unable to field 13 outfield players and 1 goalkeeper for Sunday.

They had 20 in the last matchday squad so where have they all gone?

Premier League rules on postponing matches due to COVID​

The Premier League handbook itself states that the league's board can "only permit the rearrangement or postponement of a league match in exceptional circumstances".

Decisions are made on a case-by-case basis for each club, and there are no set rules that will determine whether or not a fixture will get cancelled. According to the league, sporting and medical factors are taken into account in each of these decisions.

"Been alerted to Premier League handbook, which states if both clubs have 14 players (mainly outfielders) available then the fixture should be played. Safety and welfare is, of course, factored into decision-making regarding Covid cases as well"

Following the cancellation of Man United vs. Brentford match on Dec. 14, the Premier League introduced new "emergency measures" to combat the further spread of COVID-19, with the league's players and staff having to take a lateral flow test every day in order to access training grounds.

In addition to the daily tests to get into training grounds, players and staff are taking a PCR test at least twice a week.

Additional measures such as mask-wearing and social distancing continue to be enforced.

 
If Woolwich genuinely cannot field the required amount of players but it is not a direct result of Covid absentees, then fine call the match off, but it should absolutely be a forfeit and not a postponement.

It will completely destroy what little integrity is left in the English game if the FA start allowing some of the biggest clubs in the league postpone matches due to problems largely of the applying clubs making.
